Rc No.4102/Estt-III/2015 Dt: 13/2016 Rationalization norms for Schools and Staff under various managements. Keeping in view of GO.55 Dt:23/04/2011 and GO.61 Dt:16/05/2016 School Education Department Constituted a Committee under the chairmanship of Sri.M R Prasanna Kumar, Principal of IASE, Rajahmundry. The constituted committee examined all rational norms and recommended the following .

Key Recommendations of the Committee

  1. Continue the consolidation and resource redistribution of Primary School as envisaged in GO.39, Go.51, GO.86.
  2. Revise the rules issued in GO.55 and GO.61.
  3. The Aadhar Seeded Child Info shall be taken into the consideration.

Norms for Model Primary Schools:

  1. The committee felt that the minimum strength in Model Primary Schools shall be 100.
  2. However, the norm of having 80 enrollment in Model Primary School with 5 SGTs may continue for the year 2016-17.
  3. Primary Schools may be converted into Model Primary School with 5 SGTs may continuous positive consolidation as per norms for the year 2016-17.
  4. The recommended staff pattern for Model Primary Schools is at Table-I-A.

Primary Schools (Not Model Primary Schools)

  1. Any Primary School with less than 19 enrollment within 1 km radius may be treated as Non-Viable and consolidated with nearby exiting school within 1 km radius.
  2. The Primary Schools with less than 19 enrollment within 1 km radius where there are no other schools and the single teacher schools may be continued with provision of one regular teacher.
  3. In the Primary Schools having 20-60 enrollment the 2nd Teacher shall be provided after crossing 30 enrollment.
  4. In the Primary Schools having 60-99 enrollement, the 3rd and 4th Teacher shall be provided after crossing 70 and 80 enrollment respectively.
  5. Consolidation of Primary Schools within 1km radius < 30 may also be taken up so as to pave the way for eventful conversation as Model Primary Schools and allocation of required Teachers to improve quality of education imparted in such schools.
  6. To provide transport facility, if need be, as per RTE norms under SSA.
  7. The recommended staff pattern for other Primary Schools as in Table-I-B.

Upper Primary Schools

  1. To engage good quality of education to the Students a Two Tier System of Schools i.e Primary Schools and High Schools may be implemented.
  2. The RTE norm is 3 Km radius for Upper Primary School and 5 Km radius for High Schools. Thus where ever a High Schools is available within 3Km radius from the existing UP School point, the Upper Primary Classes shall be consolidated with the nearby High School.
  3. Elementary cycle Upper Primary Schools having VI to VIII Classes with enrollment 60 and above can be straight away upgraded into a full-fledged High School from 2016-17 year onwards by opening IX and X Classes.
  4. Similarly Upper Primary Schools having VI and VII Classes with enrollment 50 and above can be straight away upgraded into full-fledged HS from 2016-17 onwards by opening VIII, IX and X Classes.
  5. The Upper Primary Schools VI & VII and VI to VIII Classes which are running less than 40 and < 50 may downgraded as Primary Schools and the students may accommodated in the nearby High Schools.
  6. However, exception may be given in the Tribunal Areas / natural barriers mountains, lakes etc.
  7. Transport facility may be provided if distance in beyond 3 Km radius.
  8. On downgrading UP School, if the strength of such a Primary Schools is 100 and above, it shall be treated as Model Primary Schools.
  9. The Primary School Head Master posts/ Persons are to be adjusted in the Model Primary Schools as per need.
  10. Recommended Staff Pattern for UP Schools that will continue as exception to Upgradation / Downgradation is at Table II-A .

High Schools Rationalization Norms

  1. There are 4998 Govt High School functioning in which 3351 are Success Schools with Parallel English Medium Section.
  2. There are 144 High Schools with less than 75 enrillemtn and there are about 60 High Schools with < 50 enrollment.
  3. There are 871 Success Schools where the English Medium enrollment is < 75.
  4. The High Schools is providing with (8) eight teachers and (1) one Headmaster. Keeping the above observation in view, the following recommendation are made by the committee.
  5. A High School with less than 50 strengthing be consolidated with nearby High Schools within 3 KM radius from the exiting school point. Thus about 60 High Schools with < 50 may merged with the nearby High Schools with < 50 may be merged with the nearby High Schools with 3 Kms radius.
  6. However exemption may be given where there is no scope to have High School with 3 Km radius from the exiting School point.
  7. Subject Teachers are to be provided as per the requirement to Telugu Medium / English Medium and other Medium duly justifying the work load norms given by SCERT.
  8. The Committee’s recommendations of norms for the Success Schools is in line with the recommendations of the Committee set up for that purpose. The report of the Committee on Success is being submitted separately.
  9. If the enrollment in English Medium in Success Schools is < 60 no additional Teachers will be provided.
  10. For Success Schools with >= 60 in English Medium Schools (678 Schools) the following staff pattern shall be adapted.
  11. If the enrollment is in English Medium Schools is >=60 to < 40, additionally 4 Teachers (i.e SA(MM), SA(PS), SA(BS), SA(SS) in addition to the table III-A .
  12. If the enrollment is >=140 to 240 the staff will be additionally provided as a separate Unit as per the Table-III-A, except Head Master Post and Physical Education Teacher Post.
  13. If the enrollment in English Medium in Success School is >500 addtionanlly 1 Head Master post will be provided exclusively for English Medium Success School for improving academic year and administrative monitoring.
  14. The recommended staff pattern for High Schools Telugu Medium is III-A. For English Medium the staff pattern will also be the same additionally, except Head Master Post and Physically Teacher Post.
  15. If the enrollment in both media is < 50 the School become Non-Viable.

AP School Rationalization 2016 New Norms

  1. At Least Minimum Strength in Model Primary Schools should be 100.
  2. Model School with 80 Strength may continue for this year i.e 2016-17
  3. Primary School having more than 30 students shall be provided second teacher.
  4. Under various managements 5690 Primary Schools which have less than 19 students may be consolidated with nearby Primary School within 1 Km.
  5. Only two Tier System of schools i.e. Primary and High Schools may be implemented.
  6. Upper Primary schools may be consolidated with nearby High school which is within 3 Km Radius. Required subject teacher will be provided.
  7. Upper Primary School having strength above 60 in VI and VII will be upgraded as High School.
  8. Upper Primary Schools VI, VII and VIII which are running less than 40 and 50 respectively may be downgraded as Primary School.
  9. High School running with less than 50 Strength can be consolidated with nearby High School within Radius 3Kms.
  10. Exemption may be given where there is no scope to have High Schools within 3Kms Radius.
  11. As per RTE Transport facility provided to students.
