Through four separate orders — G.O.Ms.No.201, G.O.Ms.No.202, G.O.Ms.No.203 and G.O.Ms.No.204 — the State has organised school education posts into District Cadres and Zonal Cadres, with 95% reservation for local candidates in direct recruitment.

Common to all four orders: District and Zone are treated as separate units for appointment, recruitment, discharge, seniority, promotion, transfer and other service matters; the District Educational Officer (DEO) is the appointing authority for District Cadre posts; and the Regional Joint Director of School Education (RJDSE) is the appointing authority for the Zonal Cadre Head Master Grade-II Gazetted post.

All four orders are issued under Paragraph 3 of the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2025 — popularly called the Presidential Order, 2025. This order replaced the earlier local cadre framework and required every department to identify its posts and organise them into District and Zonal cadres.

The School Education Department has now completed that exercise for four categories of schools. The orders state that the organisation of cadres also applies to relevant posts that may be sanctioned from time to time, so future posts in the same categories will be added to these cadres automatically.

The main differences to note: G.O.Ms.No.201 covers the widest list (27 categories) and is the only order that lists Officer in charge in ELTC, Language Pandit (Hindi), Assistant Statistical Officer and Assistant Programme Officer. G.O.Ms.No.202 is the only order that lists School Assistant (Special Education) and Secondary Grade Teacher (Special Education) as District Cadre posts. Between G.O.Ms.No.203 and 204, the only language difference is that Municipal Corporation Schools list School Assistant (Tamil), while Municipal Schools list School Assistant (Arabic).

Posts Not Covered by These Orders

Paragraph 14 of the Presidential Order, 2025 is expressly preserved. Accordingly, the following posts are not organised into local cadres by these G.O.s:

  • Posts under the Andhra Pradesh Secretariat.
  • Posts in the offices of Heads of Departments.
  • Posts under Special Offices or Special Establishments.
  • Posts under State-level Offices or State-level Institutions.
  • Police posts under the Commissionerate in the Capital Area.

What These Orders Mean for Teachers, Headmasters and DSC Aspirants

  • Transfer and promotion zones are now clearly defined. District Cadre posts will be dealt with at the district level, and the Zonal Cadre Head Master Grade-II Gazetted post at the zonal level. Seniority, promotion and transfer will be reckoned within the relevant District or Zone as a separate unit.
  • Local candidates get priority in direct recruitment. With 95% reservation for local candidates, candidates applying from within the notified district or zone have a substantial advantage in future DSC and other direct recruitment notifications.
  • The appointing authority is settled. For all listed District Cadre posts the DEO is the appointing authority, and for the HM Grade-II Gazetted posts it is the RJDSE. This removes the earlier ambiguity between department-level and district-level authorities.
  • Service rules will be amended. The department has been directed to amend the relevant Service Rules and readjust territorial jurisdictions to match the new cadre structure, so further notifications on rules and jurisdictions are expected.
  • Cadres are not static. Posts sanctioned in these categories in future will also fall within the same District or Zonal Cadre, so the framework will continue to apply to new posts.
