Guidelines to OSC Out of School Children Enrollment Drive 2025-26
The Government of Andhra Pradesh has launched the OSC (Out of School Children) Enrollment Drive 2025–26 under Samagra Shiksha as per Rc.No: SS-22021/10/2025-OSC SEC-SSA of Samagra Shiksha, AP Dt:21/06/2025 to ensure 100% school enrollment of all eligible children across the state. As per the Right to Education (RTE) Act, a one-month door-to-door campaign is initiated from the school reopening date, 12th June 2025, to identify and enroll school-age children (6–14 years).

📌 Phase 1: Planning & Awareness

District-level convergence meetings with all line departments.
-
Display of banners/posters about facilities in government schools.

Organize rallies, awareness campaigns, and slogan displays.

Dokka Seethamma Midday Meal Scheme

SRK Vidyarthi Mitra Kits

Habitation-wise enumeration and allotment to volunteers.
📌 Phase 2: Door-to-Door Campaign

Involve Parent Committees, community elders, and volunteers.

Identify school-age children and enroll them in nearby schools.

Provide SRKVM Kits to admitted students.

Assess academic standards and record data in the prescribed format.
📌 Phase 3: Monitoring & Declaration

Headmasters and Parent Committees must declare full enrollment.

Submit daily enrollment progress reports to higher authorities.
📋 Roles & Responsibilities
🔹 DEOs & APCs (District Educational Officers & Additional Project Coordinators)
-
Conduct district-level meetings.
-
Visit mandals, monitor daily progress, and review reports.
-
Ensure no other duties are assigned to enumerators during the drive.
🔹 Additional Project Coordinators
-
Appoint monitoring officers at the division level.
-
Collect and compile daily reports from MEOs.
🔹 DyEOs (Deputy Educational Officers)
-
Conduct mandal-level orientations.
-
Cross-verify data, visit mandals, and monitor progress.
🔹 Sectoral & Asst. Sectoral Officers
-
Visit 4–5 mandals daily, ensure quality data, and guide enumerators.
🔹 Deputy Inspector (Urdu)
-
Ensure minority habitations are covered.
-
Motivate parents and monitor Urdu schools’ participation.
🔹 MEOs (Mandal Educational Officers)
-
Conduct convergence meetings at mandal level.
-
Allot habitations and monitor daily activities.
-
Review and submit consolidated reports to DPO.
🔹 Enumerators

Conduct door-to-door surveys.
-
Identify and enroll children.
-
Submit daily reports and motivate parents.
🔹 Ward Education & Welfare Assistants
-
Support enumerators with accurate data.
-
Declare all children in their area are enrolled.
📢 Awareness & Publicity

Conduct education awareness camps.
-
Develop posters and short films on educational benefits.
-
Involve print/electronic media & youth influencers.
-
Highlight success stories and role models to inspire enrollment.

🔔 Important Instructions

Ensure focus on SC/ST & Minority habitations.

Enumerators must not submit false data.
-
DEOs & MEOs should not assign additional duties during the drive.

Daily reporting to the State Project Office (SPO) is mandatory.
📅 Deadline: Enroll All Out-of-School Children by 12th July 2025
All District Educational Officers, MEOs, Village Education Welfare Assistants, and Ward Volunteers are requested to ensure 100% enrollment of all out-of-school and dropout children in Government Schools / KGBVs / Residential Schools.
📤 Submit compliance report to SPO without fail.
