AP Government School Restructuring G.O.MS.No.19 (2025)

Overview
The Government of Andhra Pradesh has issued G.O.MS.No.19 restructuring all non-residential schools run by the State Government, Mandal Parishad, Zilla Parishad, Municipal, and Tribal Welfare Departments starting from the academic year 2025-26. This decision is taken to optimize infrastructural and human resources, improve learning outcomes, and increase enrollment.
Background
Previously, classes 3 to 5 in 4,731 primary schools were merged with 3,348 upper primary/high schools. However, this led to a rise in student dropouts and migration to private schools. Hence, a new structure has been proposed after consultations with stakeholders.
New School Categories from 2025-26
Below is the revised structure for Government-run schools in Andhra Pradesh:
- 1. Satellite Foundational School (PP1 & PP2): Anganwadi centers beyond 1 km from the nearest primary school will be functionally integrated and staffed by Anganwadi workers.
- 2. Foundational School (PP1, PP2, Classes 1 & 2): Schools with Anganwadi co-location or within 1 km. SGTs teach Classes 1 & 2; Anganwadi workers handle PP1 & PP2.
- 3. Basic Primary School (PP1 to Class 5): Primary schools with <60 students in Classes 1–5. Taught by SGTs and Anganwadi workers.
- 4. Model Primary School (PP1 to Class 5): Enrollment ≥ 60 in Classes 1–5. Same teaching pattern as above.
- 5. Upper Primary School (PP1 to Class 8): Classes 1–5 follow primary school pattern; 6–8 taught by School Assistants.
- 6. High School (Classes 6–10): Entirely taught by School Assistants.
- 7. High School (Classes 1–10): SGTs teach Classes 1–5; School Assistants handle 6–10. Timetable to be framed by Headmaster.
- 8. High School Plus (Classes 6–12): School Assistants handle all subjects. Timetable and work allocation handled internally.
- 9. High School Plus (Classes 1–12): SGTs for 1–5; School Assistants for 6–12. HM responsible for overall academic coordination.
Implementation & Academic Calendar
The Director of SCERT, Andhra Pradesh, will release a model timetable, work distribution, and academic calendar for Classes 1 to 10. All educational heads and stakeholders are instructed to implement the restructuring accordingly.
