AP Teachers Transfers 2025: Official Rules, Eligibility, Web Counseling & Points System
The Government of Andhra Pradesh has issued G.O.Ms.No.22 dated 20th May 2025, announcing the AP State Teachers Transfers Regulation Rules, 2025. These guidelines aim to ensure transparency and fairness in the teacher transfer process across Government, Zilla Parishad, Mandal Parishad, Municipal, and Municipal Corporation schools. This GO 22 is based on GO Ms No:19, GO Ms No:20 School Education Act and GO Ms No:21 Re-apportionment of Teaching Staff in Schools.

Who is Eligible?
- Headmasters Grade-II
- School Assistants
- Secondary Grade Teachers (SGTs)
- All equivalent cadres in foundational to high schools

Transfer Criteria Explained
๐ Compulsory Transfers
- HMs (Gr.II) with 5+ years in the same school
- Teachers with 8+ years in the same school
โ Request Transfers
Available to those who have completed at least 2 academic years at their current post.

- Teachers retiring within 2 years (unless they request)
- Male teachers under 50 posted in girls’ schools
- Teachers with POCSO or disciplinary cases

๐ Station Points
- Category I Area โ 1 point/year
- Category II Area โ 2 points/year
- Category III Area โ 3 points/year
- Category IV Area โ 5 points/year (+1 ITDA bonus)

0.5 point per year of total service across all schools.
โญ Special Points (Max: 5 Points)
- Spouse employed in Govt/Public Sector
- Women above 40 (unmarried)
- Disabled/Visually/Hearing Impaired Teachers
- Widows, ex-servicemen, union leaders
๐ Preferential Categories
- 100% disabled or critical illness patients
- Teachers with children having serious health issues
- Must be certified by medical board and verified online

1 point deducted per month of unauthorized absence (up to 10 points).

Transfer committees are formed at the:
- District Level โ DEOs, District Collectors
- Zonal Level โ RJDSEs and DEOs
- State Level โ Director/Commissioner of School Education

- Allotment of vacancies will be displayed online
- Transfer orders will be issued digitally
- Joining at new post is mandatory as per schedule
- Relieved teachers must ensure 50% staff strength remains

Grievances on transfer orders can be submitted within 3 days of issue. Appeals must follow the proper escalation:
- District Educational Officer (DEO)
- Regional Joint Director of School Education (RJDSE)
- Commissioner/Director of School Education

- False information = transfer to Category IV + 5/8 years mandatory service
- Counter-signing false info = disciplinary action
