As per the proceedings, the Government of Andhra Pradesh has directed that the reconstitution of School Management Committees shall be carried out through elections on 29 September 2026.

Important Date: SMC Elections on 29 September 2026
29 September 2026 is the main election day. The SMC member election and finalization of reconstitution will be conducted from 7:00 AM to 1:00 PM. The election of the Chairperson and Vice-Chairperson is scheduled for 1:30 PM, followed by oath-taking at 2:00 PM. The first SMC meeting is scheduled from 3:00 PM to 3:30 PM.
SMC Guidelines 2026
The notification refers to the Guidelines for SMCs – 2026 issued by the Department of School Education and Literacy (DoSE&L), Ministry of Education, Government of India. The guidelines cover the constitution and functioning of School Management Committees, including composition, representation, selection norms, election process, tenure and roles.
Composition of School Management Committee
The SMC shall include the following categories of members:
- Elected parent/guardian member – Chairperson
- Elected parent/guardian member – Vice-Chairperson
- Parents/guardians from all grades of children studying in the school – Members
- Elected members of the local authority – Members
- Teachers from the school – Members
- Local educationists, subject experts, academicians, senior students, alumni and AWW/ASHA/ANM representatives – Members

SMC Member Strength Based on Student Enrolment

75% Parent or Guardian Representation
75% of the strength of the SMC shall be from among parents or guardians of children. The remaining 25% shall be drawn from the other prescribed categories such as local authority representatives, teachers and local educationists/subject experts/academicians and other specified community representatives.
50% Women Representation
The guidelines specify that 50% of the strength of the SMC shall be women. Proportionate representation should also be provided to parents or guardians belonging to Socio Economically Disadvantaged Groups (SEDGs) and parents of Children with Special Needs (CwSN).
Who Can Participate in SMC Elections?
Only one parent or guardian of each enrolled child, whose name is already registered in the admission form, shall be eligible to participate in the election.
Parents or guardians may nominate themselves or other eligible and willing parents/guardians from within the school community. The election process should ensure representation across classes, SEDGs, parents of CwSN and 50% women representation.
SMC Election Process
The election of parent or guardian members is intended to be conducted in a democratic, transparent and inclusive manner. States and Union Territories may prescribe detailed procedures according to their respective rules or orders.
Where the number of candidates exceeds the prescribed number of seats, voting may be conducted by raising hands or voice vote. In case of a dispute or unresolved contention, secret ballot may be adopted to ensure fairness.
Minimum Quorum for Voting
A minimum quorum of 50% of parents or guardians of enrolled children must be present at the time of voting.
The election process may be supervised by a designated education officer or authorized representative to maintain impartiality and transparency.
First Meeting of the Newly Constituted SMC
After formation of the SMC, the first meeting of the newly constituted committee may be held on the next working day or latest within one week. The guidelines state that the Chairperson and Vice-Chairperson shall be elected in the first meeting.
For Andhra Pradesh, the notified election schedule specifically provides for the election of the Chairperson and Vice-Chairperson on 29 September 2026 at 1:30 PM, oath-taking at 2:00 PM, and the first SMC meeting from 3:00 PM to 3:30 PM.
Tenure of SMC Members
The term of SMC members shall be two years. The SMC may continue beyond the two-year term until a new committee is reconstituted.
The process of constitution of a new committee should preferably be started before completion of the existing committee’s tenure to avoid discontinuity in school governance.
A member can be re-nominated for another term, but a member cannot remain in office for more than two consecutive terms, except for the Member-Secretary.
When Can SMC Membership Be Terminated?
The tenure of an SMC member may be terminated in circumstances including:
- The child of the Parent/Guardian member leaves the school.
- Detention or conviction of a member on a criminal charge or otherwise.
- Migration of the member from the block/district.
- Sudden death of the member.
- Absence from four consecutive meetings without information.
Any casual vacancy arising from these circumstances shall be filled according to the procedure prescribed by the implementing authority or State Government.
Responsibilities of the SMC Member-Secretary
The Principal, Headmaster or School In-charge is the Member-Secretary of the SMC.
Constitution of SMC
The Member-Secretary has to ensure constitution of the SMC within one month of the commencement of the academic year.
Conduct of Election
The Member-Secretary has to organize the Annual General Body meeting for selection of members through election among parents/guardians. The guidelines state that 50% of parents/guardians should be present during the election.
Display of SMC Member Details
Complete details of newly formed SMC members should be displayed at prominent places in the school building within one week of formation.
Details should include the member’s name, designation, contact number and email ID. For Parent/Guardian members, the child’s name and class should also be mentioned.
SMC Meetings
SMC meetings should be conducted at least once every month. A minimum quorum of 50% should be maintained during the meeting.
The Member-Secretary is responsible for preparing agenda items and maintaining the SMC register, including meeting notices, members present, agenda and minutes. Minutes and decisions should be properly recorded and made available to committee members and the public.
SMC Member Training
Capacity-building training for SMC members should be ensured within one month of constitution of the SMC. Further training programmes or workshops may be organized periodically according to requirements.
School Report Card and UDISE+
The Member-Secretary should ensure that the School Report Card available on the UDISE+ portal is displayed prominently in the school and made available to SMC members in the first meeting.
