CRC Grants ₹1,825.85 Lakhs for Academic Year 2026-27
MANGALAGIRI: In a major push toward strengthening educational quality interventions across the state, the Director of School Education, Andhra Pradesh, Thameem Ansariya A, I.A.S., has issued official proceedings sanctioning an amount of ₹1,825.85 Lakhs towards Cluster Resource Centre (CRC) Grants for the Academic Year 2026-27.
The order, officially dated August 31, 2026, details the allocation and utilization guidelines for 2,809 “A” type clusters distributed across 26 districts in Andhra Pradesh. The funding aims to ensure the smooth conduct of cluster meetings and support academic interventions at the grassroots level.

Budget Allocation and Breakup
The Project Approval Board (PAB) 2026-27, under the Ministry of Education’s Samagra Shiksha initiative, approved the academic support through CRCs. Each designated Cluster Resource Centre will receive a total unit cost of ₹65,000 (₹0.65 Lakhs) for the academic year. The grant is systematically divided into four distinct components:
- Maintenance Grants: ₹15,000 per cluster — Totaling ₹421.35 Lakhs statewide.
- Teaching Learning Material (TLM) Grant: ₹20,000 per cluster — Totaling ₹561.80 Lakhs statewide.
- Meeting TA (Travelling Allowance): ₹15,000 per cluster — Totaling ₹421.35 Lakhs statewide.
- Contingency Grants: ₹15,000 per cluster — Totaling ₹421.35 Lakhs statewide.
District-wise Distribution Dynamics
The total sanctioned fund of ₹1,825.85 Lakhs is being distributed through the Sub Controlling Officer (SCO) codes of the respective 26 District Educational Officers (DEOs) via the SNA-SPARSH system.
Srikakulam district receives the highest allocation with ₹110.50 Lakhs designated for its 170 clusters, followed closely by Prakasam district at ₹97.50 Lakhs for 150 clusters, and Chittoor at ₹96.20 Lakhs for 148 clusters. Conversely, Visakhapatnam district has the lowest allocation, receiving ₹33.15 Lakhs for its 51 clusters.

Compliance and Utilization Guidelines
The Chief Accounts Officer has been directed to disburse the funds using SNA-SPARSH to the 26 District Educational Officers. The expenditure will be met under the Major Component: Quality Interventions (Sub Component: 5.3- Academic Support through BRC/URC/CRC) from the specific Head of Account 2202-02-113-27-47-310-312.
To ensure strict financial accountability and transparency, the Directorate of School Education has outlined specific operational mandates:
- Immediate Fund Release: DEOs are instructed to release the budget to their respective clusters without any delay for the academic year.
- PRABANDH Portal Uploads: All incurred expenditures must be directly uploaded onto the central PRABANDH portal.
- App-Based Tracking: Cluster school Headmasters (HMs) are required to upload their budget estimations and detailed expenditures into the designated application. This will allow the concerned Additional Project Coordinators (APCs) to review and approve the utilization of annual grants online.
Copies of the proceedings have been forwarded to key administrative departments, including the State Project Director of Samagra Shiksha A.P., the Director of Treasuries and Accounts, and the Chief Executive Officer of APCFSS to ensure rapid implementation.
