Conduct of Cluster Complex Meeting on 18/10/2025 (Saturday) – Guidelines, Instructions

AP SCERT Director issued Rc No:ESE02/208/2025-SCERT Dt:15/10/2025 regarding Conduct of Cluster Complex meeting and guidelines and Instructions for conduct of the meeting on 18/10/2025. The Director of APSCERT has issued certain instructions to all RJDSE, DEO, APC, DyEO, DIET Principals, MEO and Sectorial Officers of District Samagra Shiksha to conduct Cluster Complex training at the complex level on 18/10/2025 from 1.00pm to 5.00pm without any deviation and ensure 100% attendance in all Cluster complexes.

They are further informed that the agenda for the Cluster Complex Meeting for the month of July 2025 i.e., 18/10/2025, for both primary and High schools is appended in Annexure-I (The video links will be shared).

Key Responsibilities of Cluster Complex Headmaster

1. Ensure 100% Teacher Attendance and Participation

   • All teachers from Government, Aided, KGBV, and Residential Schools must attend the Cluster Complex Meeting without fail.

2. Ensure Digital Infrastructure and Connectivity

   • Check the availability and functionality of Interactive Flat Panels (IFPs) and stable internet connectivity at the cluster venue.

3. Session Planning and Smooth Execution

   • Follow the schedule communicated in advance.

   • Share the minute-to-minute agenda with all participants before the meeting.

4. Designate and Prepare Resource Persons (RPs)

   • Assign RPs in advance, inform them of their roles, and share the agenda and session notes.

5. Feedback Collection

   • All attending teachers must submit the feedback form before leaving the venue.

6. Monitoring and Reporting

   • Submit the meeting monitoring format post-session to the designated authorities.

7. Coordination with Samagra Shiksha

   • Ensure each cluster is mapped to a responsible District Samagra Shiksha official.

8. Ensure Facility Arrangements

   • Provide proper seating, drinking water, sanitation, and accommodation arrangements.

9. Facilitator Identification

   • Identify 7 Subject-wise School Assistants and 2 senior SGTs as facilitators:

     • 1 for classes 1 & 2

     • 1 for classes 3 to 5

10. Support from First Assistant

    • The First Assistant of the cluster must assist the Headmaster in monitoring SGTs during the session.

11. Mid-Day Meal and Timing Instructions

    • Ensure Mid-Day Meal (MDM) is completed by 11:45 AM.

    • All teachers must reach the cluster complex venue by 1:00 PM sharp.

12. Biometric Attendance

    • Facial recognition attendance must be marked at 1:00 PM and 5:00 PM without fail.

13. Parent Communication

    • Inform parents about half-day school (9 AM to 12 PM) on Saturday, 19th July 2025, for safety and planning reasons.

14. SCERT Content Display

    • Ensure SCERT links and digital content are displayed properly on IFPs during sessions.

❌ Don’ts During Cluster Complex Trainings

Please strictly avoid the following during the Cluster Complex meetings:

• No Felicitation Programs related to transfers, promotions, or garlanding activities.

• No Personal Gatherings like birthday celebrations, sightseeing trips, or informal visits.

• No Leaves except for genuine medical emergencies.

• No Discussions on Personal or Service Matters.

• No Union Meetings or Political Discussions.

📌 Important Note:

This schedule and guidelines are applicable to all Cluster Complex Meetings scheduled on 19th July 2025 across the state. Compliance is mandatory for all teaching staff and cluster-level leadership.
