Director of School Education, Telangana has issued Rc No : 212/Ser.IV/2014 Dt: 27/02/2015 regarding the
issue of No Objection Oertificate to get Passport. This proceedings was based on the reference Govt of
India MEA Memo No: VI/401/01/05/2008 dt:05/10/2009. Previously, No Objection Certificate(NOC) to obtain
passport has been issued by the Regional Joint Director of concerned Districts, which was very hassle . The process to obtain passport
very late in previous method and sometime teachers were need to go RJD offices to move the file.
This is not only delay in the process but also financial burden to the concerned teachers.

Delegation of Passport NOC Powers to DEO
Many teachers unions are requested Telangana Govt to delegate powers to the District Educational
Officer concerned. Keeping in view the request of the teachers unions , the School Educational Director (DSE)
has issued Rc No.212/Ser.IV/2014 the delegation of powers to DEOs to avoid delay in obtain
No Objection Certificate(NOC) permission for the passport.
As per Rc No 212,the RJD of School Education and DEO officers in the Telangana State further informed that ,
there are more than one lakh teachers working in 10 districts in Telangana and requests No Objections
Certificates for obtaining passport from all the District Educational Officers are coming to the office
of the Commissioner and Director of School Education, Telangana, Hyd. The No Objection Certificates to
teachers for obtaining passportare being issued by the Director of School Education after verifying
the particulars given by the DEOs.
DEO is Competent Authority
The RJD of School Education is the appointing authority for the post of Gazetted HM Gr-II and MEO,
The DRO is the appointing authority for the posts of School Assistants, SGTs, LPs, PET. The present
system of issue of No Objection Certificate for obtaining passport is based on the particulars and data
furnished by them
